Ziggy is actually correct. State money means state rules and restrictions.
With no restrictions imposed by the State, HU can charge more than twice the tuition, without compensating for an in-state vs out-of-state schedule, more for room and board and whatever fees it wants to charge.
Additionally HU has an endowment of $193.4 million vs NSU's endowment of of just $23 million
