I think they might use it for high school playoff games, but anything else is a one-off event, like the NHL Winter Classic game it once hosted. There's not even a third-tier bowl game there anymore since the First Responder Bowl moved to SMU's Ford Stadium.

It might be interesting to compare the members of the Congressional Historic Stadium Caucus with the list of stadiums lined up to receive the money. Are they alums, or are these stadiums in their districts?

Disagree. There’s a pretty big stimulative effect of this economically. A lot of stadiums were built as WPA projects in the depression. Particularly rural areas need these jobs and investments. The government building things is good.
I don’t think they should pay for the whole project but I think federal funding makes sense. It’s also good to preserve history and culture.

Upon more thinking...I believe they are doing this upgrade to be at the Federal level so they can quickly turn these stadium into internment camps for non-compliers. Everyone get ready for the next shot!

Better to spend it on building things in America and employing people who work with their hands, who make heavy equipment, etc.
