Because rankings are more than head-vs.-head. Otherwise ODU should be ranked below St. Joseph's, Marshall, FAU and UTSA.
You can make a case for either. 22 and 24 are effectively a coin flip. I certainly wouldn't lose any sleep over ODU being 22 and VCU 24.

VCU has more good wins than ODU. ODU has the best win (@Syracuse), but I'd take VCU's top five wins (@Texas, vs. Tulane, @Dayton, Hofstra, Dayton/Wichita State/Bowling Green) over ODU's (@Syracuse, VCU, @WKU, Louisiana Tech, Southern Miss). VCU's worst loss is either @Rhode Island or home to Charleston, and both are better than any loss that ODU has suffered, outside of the neutral-site game with Oregon State.
And that's just eyeball test. If you want metrics: VCU is 2-4 against Q1 and 3-0 against Q2; ODU is 2-2 against Q1/2 combined. VCU has two losses to Q3s; ODU has four to Q3 and one to Q4.
The best argument ODU has against VCU is that they beat VCU, and that's obviously something you take into consideration. But it's not the end of the conversation, unless you want to say that because ODU lost to Marshall, FAU and UTSA, they must rank below all of them.
Both teams are very close. One isn't a slam dunk over the other, but you asked for an explanation and here it is.
