I kind of suspected this part. Intuitively, having refereed soccer, I would make the call in the "Spirit of the Rules", and I'd blow the whistle when all of the players stop... this is common in youth soccer even when there is no real foul or the ball doesn't go out of bounds - if all of the players freeze, it's just easier to blow the whistle for a throw-in or whatever.

But, when you see a train wreck coming as the result of a bad decision by a player and when you have any leeway, I think you blow the whistle. In football, I think the only way you don't blow the whistle is if the coaching staff has informed you prior to the game, and any leeway that you have is gone...
