Except that for at least 2 quarters since late 2014 Obama did have quarters with higher GDP increases, and several others just under 3% growth.

2 quarters out of 32 while never reaching the target isn't anything to crow about but you keep trying...

What target? 3% is just 3%. It's not a monthly target.

Besides, I only looked back to 2014. If you look back to 2010 you'll see 6 quarters of 4% growth or more, and a few others right around 3%.

That's personal consumption expenditures. Nothing in the article indicates 3% GDP
