Was this on a different block? You can't see him turning on this video. The Vice video shows him accelerating pretty rapidly on the other street after a turn. And he backed up right to where he turned.

<looking at the Vice video-starting at 11:15 on the video, this was part of that video on the street where he drove the cars into people. People were screaming (because of his car?) when the guy hit his car with the bat. After that he seemed to speed up, but already appeared on his way to ram them. Odd on the vice video he appears to drive his car into a white car into a grayish car into the people, driving both those cars into the intersection. But the helicopter view shows a red car pushed into the intersection and no gray or white car.>

yeah....however, the other side did....

therefore, all access should have only been allowed only on foot with the block radius that (one would assume) as defined by law.....
