Good news for these folks. Just one little nugget from the article:

I don't care who you are or what a you do, nearly 4% gain is significant and this forecast has is growing further.

It's significant, but what worries me is that increases in healthcare will actually outstrip those gains if Congress doesn't wake up.

This is very true. Same with tax reform. The markets are always forward looking and reform is anticipated. If it doesn't happen, or is only some kind of lame window-dressing, that won't be good enough. we could be right back to Dow 17k in no time.
