UW's conference schedule might be a bit tougher than last season because they don't play Arizona, who will likely be the worst team in the south division.
Even so, if they're 12-1 and the other 4 P5 champs have no losses or one, they'll have to sweat out the committee selection.

Not if somebody besides Oklahoma or Texas wins the Big 12. Fair or not they suffer a bias.

Doesn't absolutely *have* to be champs, but (1) In a P5 conference, now that they all have CCGs, only the champ can possibly finish with no losses; and (2) A one-loss team that doesn't win its division, like Ohio State last year, isn't going to happen often, and even if it does, that team is only going to get consideration if its resume is clearly better than that of a conference champ, who will always have the resume boost of winning a 13th game vs. a very good opponent.
And there are other potential contenders with suspect schedules. Just to name one, Wisconsin has an easy-peasy non-conference schedule, and on top of that the Badgers also have a not-so-difficult conference schedule (they're in the mild west division, and their only decent east opponent is Michigan, who has to travel to Madison).

PAC schools play nine conf games, so no surprise that some take it easy in the non-conf.
SEC schools notorious for scheduling patsies in non-conf, because their conf schedule is so brutal.
That leaves Kansas, which is horrible and trying to build up wins, and Baylor, which has been notorious for an abysmal non-conf schedule (also plays nine conf games).

Even though it's technically "not allowed", the CFP committee absolutely will take into account a factor like "strength of program" in that scenario.
That means you basically have these teams that could pull off what Ohio St did last year:
Ohio St
Michigan
Penn St
Clemson
FL St
Alabama
Florida
(probably a couple other SEC)
Texas
Oklahoma
USC
Oregon

IIRC they've actually had some decent recruiting classes the last year or so given where they are in the college football world. The problem is that last year was their 'growing pains' season where they started the most freshman in FBS or something like that, so they probably won't get out of the basement until 2018 at the earliest.
