In 1979? I went to a basketball game at Tennessee State in 2009. I wouldn't have questioned its status as an HBCU, they had the full marching band and step team at the end court. It was fun.

It's my made up term to describe a new entity that results from the merger of a non-racial public university with a HBCU.
Tennessee St (the newer entity, the result of the merger between UT-Nashville and old Tenn St) is the only such case I'm aware of, but there could be others.

So UT-Nashville was non racial?
The racial part was why Tennessee Agricultural & Industrial State Normal School for Negroes(Now Tennessee State) was created in 1912 in the first place. And also a BIG reason why UT-Nashville was created in 1947.

It was officially segregated until 1960. They could've called it Black Street, our black arses couldn't attend nor go anywhere near it.

The University of Alabama was segregated too, for a time. That state didn't force it to merge with Alabama A&M.
The point and the reason for the merger was the proximity and duplicitous nature of UTN.
Apparently you take offense to a term like "half HBCU". I understand that. It was in no way supposed to imply that Tenn St is "less" of an HBCU than the other MEAC or SWAC schools. I was merely trying to provide context for why it might have been in the OVC instead of the MEAC. It does have a unique history compared to the rest of those schools, which is plain to understand and not worth arguing about.

There's no taking offense, it's just that the term "half-HBCU" is a misnomer. Maybe if half of the colleges in the school were historically segregated or something or that were two distinct sides on campus but you either are or aren't. Tennessee State is an HBCU through and through and even if it became 100% Anglo-Saxon, it'd still be an HBCU.

Like I said, I made up the term for the sole purpose of reflecting that Tenn St had a modern era merger with another public university (which AFAIK is unique for HBCU's, in the modern era) and which might explain why it's the only DI HBCU not in the MEAC or SWAC. Had no intension of implying it was "lesser".

Diploma mills have turned out to be scams, and any degrees the kids get, can't get a job because those degrees and diplomas are worth nothing.
Second, law makers want to get kids enroll into VoTech schools to get skills to become plumbers, technicians and so forth. Not many poor kids can go to VoTech because they have some type of disabilities. There are not many universities and colleges that are for disabled kids to go to. The only one I can think of is the school in DC called Gallaudet University which fields a football team for deaf kids at the D3 level. The kids went undefeated until the first round of D3 playoffs. ESPN made a big deal about them that year. I could see a spring scrimmage for them with a Maryland or somebody to help raise funds for that University.
Even if they aren't worth much, they at least can show that people can do the work. It's not as if a regular/traditional campus experience means as much as it used to.
