RE: Another Week 0 Hawaii Exemption: Colorado St vs Oregon St Aug 26th
As long as we're fantasizing, I'd moderate it a bit. Hawaii hosts 8 PAC teams each year, so they all play on the island twice every three years. Hawaii fills out its schedule by playing home and homes with the other FBS independents (besides Notre Dame): BYU, Liberty, UMass, New Mexico State and Army.

Of course, it's possible that without Hawaii, the MWC could possibly add New Mexico State to stay at 12 teams. Either way, the Warriors get a lot of home games and the PAC gets a lot of Week Zero games.

The PAC could choose to play conference games in Week Zero, with one of them starting in the morning to give their teams exposure in the Eastern and Central time zones that they don't often get due to the time difference.

I don't think the PAC needs to fund a new stadium, since that already seems to be happening without them. The extra home games alone help the financial feasibility of that project.
