The spots that have multiple bowls are New ORleans (Sugar, New Orleans), the Miami area (Orange, Boca Raton, Miami Beach), Orlando (Citrus, Citrus II ACC vs Big 12, Cure), Dallas-Fort Worth (Cotton, Heart of Dallas, Military), and San Diego (Holiday, Poinsettia). Three mega-tourist destinations, a top-ten metropolitan area, and, um, San Diego.
Would Memphis be able to carry a second bowl?
Meanwhile, you have ACC-SEC bowls in Charlotte, Jacksonville (1/2), Nashville (1/2), and--Shreveport. So maybe a Florida location--do the SEC and ACC bigfoot the American out of Miami Beach? The Bahamas? (People make fun of that bowl, but who's mad about a trip to the Bahamas? Stadium size might be an issue, though.)

Moving this game would be a disaster and guaranteed net negative, especially as another city's second bowl.
I don't think the Bowl itself would move, I think the SEC and ACC would drop out and the bowl becomes a G5 vs G5 game, while the lowest-tier ACC-SEC matchup moves to a more desirable location.
