Clemson lost to Pitt, FSU lost to UNC, and UVA and Duke gave Louisville pretty good fights.

I think people are equating the lack of a dominant team as a lack quality teams.

Are you sure you are looking at 2016 rankings? Those look pretty much like every year in the coastal. Hardly a dime's worth of difference top to bottom, meaning every game is a near tossup. And it seems like every week a different Coastal team gets "upset" by one of their brothers. If I'm Carolina or Va Tech, I'm not overly confident this week. It's November, and stuff happens.
