Most of the NCAA baseball committee couldn't find Tucson or Santa Barbara on a map, let alone have any idea whether or not it ever rains there.
Check out the membership of the Division I baseball committee. Only one member from the entire western U.S. (the AD from the University of San Francisco). The baseball committee is East Coast Bias on steroids.

If you don't host regionals, you rarely win them. If they made all the teams east of the Mississippi play on the road and more than 1,000 miles from their own campus, they wouldn't win a regional, either.
Only 3 visiting teams have won a regional so far this year out of the 10 completed, and 5 of the 6 uncompleted regionals (all but Nashville) can still be won by the hosting team.

Arizona and UCSB should field better teams then.
UCSB was 37-18-1 with an RPI of #23 entering the NCAA Tournament. Third place in a conference which sent three teams. We were decent enough to host. We just don't have lights (amongst other things), which was stated previously.
Arizona just got punished because a sub .500 team won the Pac-12, methinks. They certainly have the facilities to host.

They'll send "under the radar" eastern teams to a west coast regional. Maybe once every ten years a "traditional baseball power" like LSU or Miami will go out west in the tournament.
In addition to that, another committee bias (probably to keep ESPN happy) is that they'll match up nearby strong teams in regionals or super regionals to try to ensure that they never end up with "too many" California teams or Florida teams or Texas teams in Omaha. So by design there have always been a lot of interstate matchups in the tournament like Fullerton-UCLA, Clemson-South Carolina, Florida-Florida State, etc.
Their rules say they can't pair regionals hosted by teams from the same conference in a super regional matchup, and can't put two teams from the same league in the same 4-team regional, so for example they can't pair a regional hosted by Texas with one hosted by TCU, but they'll match up nearby teams not in the same league, as they did this year by pairing a Texas A&M hosted regional against one hosted by TCU in the super regional round.

Last year was an anomaly with Virginia being sent out to Lake Elsinore. Should see more of that, it's not like those teams cannot afford a little travel.
We do have a Super Regional between two members of the same conference (Boston College and Miami). But of course BC was not a regional host.
