-The Alamodome wasn't NFL caliber when it was built, let alone now. It could temporarily host a team but that's it. That's why both Mark Davis and San Antonio have laid out plans for something new.
-The NFL tried to blackmail St. Louis into building a new stadium only 20 years after the TWA Dome/EJDome was built. The Rams had solid support, it's not as if they had blackouts.
-As for Toronto, the CFL has to be on board first because believe me they've already thought of this and there would have been a Toronto team decades ago if putting a team there wouldn't threaten Canadian football.

Unless the team is going to pay for their own stadium (not happening anywhere outside the top 2-3 markets), they will need local government to pay for and approve a stadium, and likely a public vote. So yes, it would be pretty easy for them to stop it, when you consider the power the wield in the city of Birmingham, as the local university can attest to.

You made the case that they Alabama and Auburn had no power to stop them. That is simply not true. Also, the size of Birmingham, relatively low NFL ratings, AND the presence of those two place them well below near any other legitimate contender. Especially when you consider most of the disposable income in that area, earmarked for football, is already in use.
Also being only two hours from Atlanta, I would imagine they would put up a pretty big fuss as well. The Titans as well, being only three hours away, as they would both, rightfully, claim a team there is intruding upon their secondary markets. So between the Falcons, the Titans to a lesser extent, Alabama, and Auburn, all actively fighting against it, I just don't see it even coming close to happening. Not even past the preliminary discussion stage.
