I'll bite on this one. It the Big 12 decides to expand to 12, my first calls would to be to BYU for football only and Cincinnati for all sports. As long as BYU gets paid as much as they do now or a little better, they can keep their Olympic sports in the WCC, they can continue to show their home non-con FB games on the BYU Network and the Big 12 doesn't have to deal with their Sunday scheduling limitations. Cincinnati expands the footprint into a populous state with very good high school football and helps WVU out. Right now the Repulic of Texas is the recruiting lifeblood of the Big 12; adding Ohio into the mix helps.
If the Big 12 wants to go to 14, then the conference needs to throw Texas a bone. Let UT pick #13 and my guess it would be Houston so they have another school beholden to them in internal Texas politics so would vote their way when needed. As for #14, one can make a case for Tulane (academics and a good football state), Memphis (geography and decent football state), USF/UCF (market and excellent football recruiting grounds) or UConn (excellent BB and a possible entry into the NYC market).

I think those two would be the two if they add soon. They seem determined not to go west. The longer they take, the better chance BYU has. That would give that initial decision not to go west a chance to break down when looking at how far ahead of the rest BYU is.
Memphis probably gets scored down on the academic test. They also don't have the resources of some of the other schools.
There is absolutely zero chance they take UCF soon after an 0-12 season.
All 3 of those also just lost their coaches.
UConn really doesn't make sense and USF has never shown any ability to be good on a regular basis in football or basketball.
+2. If they make a move soon, I think Cincinnati and Houston will get the nod.

Currently, Big 12 will NOT/NEVER expand
IF current team members
have to give up or reduce
their current revenues ($28-30 million per yr)
One option that has been discussed:
IF FOX is willing to raise their yrly
TV Contract up to say 20-30 million more per yr.
Would 2 New Additional teams B willing
to join Big 12 @ substantially reduced
rate as compared to the other 10 teams?
That’s why only:
Cinn, BYU (F-ball only), U Conn, Temple,
Memphis, & UCF/USF would B in the mix
Houston offers ZERO benefit to the Big 12
NO recruiting advantage &
NO additional TV market share

Colorado State might be acceptable along with Memphis and New Mexico. All three have winning basketball programs, and all 3 went to bowl games last year.

I am almost positive that while they do not have a lot of friends in Carolina, their biggest enemy on the ACC, by far, was Maryland, who is now gone. Others had their issues with WV, but MD was the one so against it, you could not even really discuss the matter. Which is odd because for a long time, they played each other annually.

I think that most of the folks at the ACC realize the situation that the conference finds itself in. Our choices for expansion are limited to: Notre Dame, UConn, West Virginia and Cincinnati without being able to pluck another school from either the B1G or the SEC (or the Big 12 if you believe all of the Texas talk).
Out of that bunch , Notre Dame and West Virginia would be our best choices with Cincinnati being the third choice.

I don't think that it will fall apart. WVU might amicably leave for the ACC someday, but Texas, OU, and probably KU will never leave. They'll just get concessions at the other schools' expense, and none of the other schools could leave for another P5 - even if they wanted to.
Edit: This comment assumes that there isn't a dramatic shakeup on the scale of a centralized body reforming conferences to achieve maximum gain for everyone involved.
