I went to the link but I couldn't tell what specific power/authority this Council will have, or who will be in charge of it.

I suspect it will be a touchy feely group where Watts can mark on his spreadsheet that he exhibits shared governance.

This has been in the planning stages from like the first week after the football cancellation, it's not a new development.

Nothing. Should be done without any special staff council.
