Because there more white people, almost 5x. The real number to look at is 13.7% black on white and 10.4% white on black.

That sort of goes both ways wouldn't it? More whites to be victimized. Less blacks to commit crimes. Whites are still 5.6 times more likely to be the victims than the offender.

Whites are more than 20 times more likely to victimize other whites than blacks. Hispanics are 10 times more likely to victimize whites than blacks. Whites are a larger percentage thus more likely to be victimized.
