Well since the Director's Cup is about all sports it would make sense that you have to do well overall so sure. They were 89th when Yow came to Raleigh and now they have moved up well over 50 places. They finished in the top 25 in several sports this year, including the major sport of Basketball, wrestling, men's and women's swimming teams, women's gymnastics and cross country and rifle. I wouldn't devalue those accomplishments.

NC State finished tied for 9th in Men's Basketball and tied for 26th in Football in the standings. We received points for Men's and Women's Swimming, Women's Track and Field, Men's and Women's Cross Country, and Wrestling. State does not field a Rowing, Yachting, Hockey, Fencing, Field Hockey or Men's or Women's Lacrosse teams.
Historically NC State was a top competitor for much of the last half of the 20th Century, until the athletic programs were gutted in the 1990's due to Administrative incompetence and indifference. We are only 5 years into a total rebuild where the Chancellor, BOT, and AD all care about fielding decent athletic teams.

Syracuse manages to do well enough. I think GT may fund more sports than SU.
GT funds the ACC mandated minimum, which is IIRC 15.
GT doesn't even fund women's golf, which should be low cost and successful, plenty of HS players know GT golf, adding a women's team shouldn't be too hard for recruiting.
