No. Pell is based on full COA. Any scholarships you receive are part of your "family contribution" under Pell, and reduce the amount of Pell you are eligible to receive. If your scholarship is full COA, you are not Pell eligible.
Kids from low income families will not get a nickel more than they are already getting. Kids from families of secure but modest means make out the best, because that difference between the 'traditional' athletic scholarship and FCOA will now come from the school and not their parent's [or their own] pockets. Kids from rich families are unaffected because momma doesn't live any better either way.

VO you seem to be knowledge in this FCOA thing. The full scholarship pays for tuition, books, fees, on campus rooming, on campus food. Seems to me that Ga Southern having an additional 8K for trips, some clothes, a movie and such vs 3K for some else is way out the norm. Ok, off campus housing, off campus eating, and eating cannot cost more than Atlanta. Maybe you get cheaper clothes and gasoline in a metro area.

I am not certain, but the rationale I have heard is that transportation to and from school for breaks, holidays, etc. via major airports is the principle reason that rural schools in general have higher FCOA than urban schools, even though the actual cost of living is generally less in smaller cities and towns.
I believe that the fear that athletic departments at P5 schools will get their schools to manipulate the FCOA is unfounded for several reasons. The first being that there is Federal oversight of the process, and the primary other being that it does not just affect athletes, but every student that enrolls in the school, and may influence the decision by many potential students over whether to even apply for admission.

COA is calculated by your financial aid department using federal numbers. The NCAA will have to really watch this and make sure the numbers add up!

So then the FCOA would be less for locals, no travel. Seems to me most athletes are not flying to their home.

From what I understand from East Carolina's associate athletic director cost of attendance is determined by financial aid. It's different for in-state and out-of-state students. Some schools will use out-of-state cost of attendance figures some will use in-state and some will use an average of the two. At some schools the cost of attendance is the same for in-state and out-of-state students because of the school being located in a non central location of the state. East Carolina for example the cost of attendance is $4025 and that's the same for both in-state and out-of-state students so that's what we have to pay our players being we are committed to full cost of attendance. Again this is only if I understand it correctly.

Just wait until the parents receive the 1098 for federal tax in 2016. The parents will have to pay taxes on the majority of the scholarship when the COA payments are included. Alot of poor parents that did not owe or received money back from the IRS will be paying money instead. Going to be a lot of pissed off parents in April 2017.

Maybe, but at least now they can pay the players based on the full cost of attendance calculation that is created by the federal Govt. If they get away from this Federal scholarship calculation it opens the door of paying them market value. Slippery slope no doubt. At least now they have a decent story to tell.

According to App's Financial Aid office, it's $3,600 for on-campus students and $3,900 for off-campus students.
And our AD has been saying that they're still talking about it, but we don't want to be out-recruited because of it.
