I have a question for the knowledgeable. Why does that guy come out at the end of each period to tap the referee on the back? I mean, a real loud horn blows at the end of the period. Can't the referee hear it? There obviously is some point that I'm missing.

It depends how loud the crowd is and whether there are other mats running. If you have multiple mats going at the same time, it's hard to tell who's horn is who's

It depends how loud the crowd is and whether there are other mats running. If you have multiple mats going at the same time, it's hard to tell who's horn is who's
So is that like TV timeouts in a basketball or football game that's not on TV? It's just done for consistency?

I wouldn't equate that to TV timeouts. It's more or less so there's no issue with timing. Seconds are critical in college wrestling.

Usually for a single dual, if there's an assistant referee, they may forego the towel tapper. But, the purpose of the 2nd official is to look for illegal/potentially dangerous holds that the 1st official can't see. So sometimes that's not ideal either. If there's a scramble at the end of a period, where an official is counting backs out-loud & the crowd is screaming, he actually may not hear it. You'd be surprised how much you tune out when you're all alone out there.
