They probably picked up that bowl thinking about their new "cold weather" schools, but the 6-6 ACC schools were the Tarheels, Pitt, MiamiU and VTech, and Pitt got to go to Fort Worth, instead.

I bet the bowl draws 23.5k there. Big schools still travel and the game promotes decently well. It's a Michiganders fill for football during the holidays with UM staying at home.

Rutgers is new the B1G, and UNC is not going to be wanting to travel To cold weather for a Detroit Bowl. However, this December's not going to be bad at all as far as weather -- Rutgers fans won't mind it, and UNC won't be totally turned off...
... but I would guess a little shy of 25k. If it were a New Years Eve bowl -- sure, it'd hit around 45k. But this is an Xmas bowl in Detroit -- bottom-P5-matchup. Will go from 20-low to 20-mid depending on how many non-Rutgers & non-UNC fans show up due to marketing and cheap tickets.

That's kind of a myth. Some years back, when ZSU was repeating at the Sugar Bowl or the Fiesta Bowl for the nth time in a row, they only brought about 6K fans.
Stanfraud at the Music City Bowl some years ago only brought about 3K fans (weather was bad too).
I'd be surprised to see UNC bring a lot of fans up to Detroit.
