Yeah we're light years away from the technology to build that. It was just a joke contrasting two civilizations one modern and one not. All in fun.

Actually it's a rendering done at the time a company applied for a permit to erect a giant ferris wheel at the beach. The permit was denied based on concerns aired by motel owners that it would be so tall it would create privacy issues. Riders would be able to look into guests rooms (or some such nonsense). So, yes the technology already exists.
