I think uab will be in the hunt for the west in 2016. I also think the west is going to be a lot harder to win than the east foe some time

Not so fast, my friend. I've wondered about long term competitiveness of both conferences and think both are, long term, going to be very competitive.
In the East, it's easy to see Marshall, Western Kentucky, Middle Tennessee and ODU being very competitive with each other in football for the long haul. I also think Charlotte, FAU and FIU can develop fairly rapidly given the right coaches and circumstances.
In the West, it's also easy to see UTSA, LaTech, North Texas, USM and Rice being long term competitive with each other. UTEP and UAB also have long term potential if they can get a few breaks.
Both divisions are going to be tough, most every year, I think, with neither being more than the other. Just my opinion.
