Indy should be high on the list because they got rave reviews for their Super Bowl, and all the usual favorite cities for Super Bowls should be possible CFP sites as well.
Jacksonville was widely criticized as a Super Bowl host, and won't make the list for the CFP.
Places like Minneapolis or Detroit shouldn't be on the list until after they've had at least one Super Bowl or Final Four and done it well -- especially given that the game is in January, those cities need to prove that they can do as well as Indianapolis at entertaining the game attendees despite winter weather.
Uh, Detroit I know at least has had a final 4 within the last 5 years. Minneapolis did have both Super Bowl and Final 4 back in the 90's(last one for Joe Gibbs)
Minny had those events quite awhile ago in their soon-to-be-demolished dome. Let them get their new building up and running before you put the CFP there. Maybe the NFL has to give a Super Bowl to a new venue sight unseen because it's part of the racket for getting taxpayer money to build the venue, but college football has no reason to do that.
There are plenty of good existing places to put the CFP title game, let Minny and Atlanta get their buildings open before you put them on the list of candidates.
