We won't lose New Orleans because of Tulane. Arkstfan has done an excellent job on why we could lose that game, although he doesn't include the CUSA side of things. Basically, it comes down to CUSA's inability to guarantee an team and the AAC's inability to secure a better bowl lineup.

A bowl in Little Rock would surely be tied to the Sun Belt Conference on one side. The question is rather the other conference tied to the bowl would be an AAC or C-USA opponent. Unless stAte is heading to C-USA, I doubt C-USA has a good chance at the War Memorial Stadium gig.

CUSA's side doesn't matter nor does the Sun Belt's. The only side that matters is the Greater New Orleans Sports Foundation.

Their side is that when they released UTEP to help CUSA fill the New Mexico Bowl that they should have been taken care of when distributing teams to bowls that purportedly shared pick order the next year came up short. They have board members that want the bowl affiliated with whatever league Tulane is in.

That's their side and unless AAC is interested, then the Foundation's side won't matter either.
