Mid-major is a football thing ~ which makes sense, since you need far more resources to field a top level competitive football team, year after year. A conference that is a mid-major in football could be the highest ranked basketball conference in the country, it would be a mid-major conference that plays excellent basketball. Sagarin rankings, to take a widely available example, have the MWC 2nd and the current Big East 3rd ... but because the MWC is a football mid-major, its not going to shake the "mid-major" tag.
(A-10, Missouri Valley and WCC are 8, 9 and 10 respectively)
The opportunity for the C7C is to sidestep that. If C7C basketball ranks, as a conference, consistently in and amongst the Five Majors, it has an excellent opportunity to be "the sixth, Basketball-Only, Major".
Ranking close to but underneath the lowest rated of the Football Majors won't do it, because its too easy for the lazy and underinformed to just draw a line underneath the weakest of the Football Majors and say, "this is the boundary line in basketaball".
