Putting HDTV's up are relatively cheap.
THey can also be taken down in between games if necessary.
Scoreboards are a huge expenditure-in this case $3M.
Their upkeep is also very expensive.

The actual scoreboard will NOT cost 3mil.

2 scoreboards and the system to run it will cost the 3mil. On top of that this cost may include an attendance improvement with the berm.



A berm will not increase attendance in any significant way.

I agree. It is simply an expensive and over the top electronic bells and whistles, to impress TV fans. Way to improve attendance is by providing meaningful renovations to HS , improved concessions, targeting local groups to attend games and providing services that make access easier. Chartering busses for companies and allow them closer parking access is another way.
At the end of the day, the AD needs co-operation from the university to provide additional meaningful services and outreach to alumni.
