Now that you've conceded the fact that contiguous oceans do, in fact, have different levels, it's not so strange to think that an area we define as a single ocean (in truth there is just one single ocean) can have differing levels from location to location. Ocean currents, along with a number of other factors, cause that. If you'd like to read further so you can educate yourself, there is a recent article in Nature Climate Change that will explain it in detail. Good luck, my friend.
