I don't mean to upset any USF fans, but I don't really see much difference between USF and UCF.
Hoops
UCF has made the tournament 4 times as a D-I school and has never passed the first round. USF has made the tournament 2 times and has never passed the first round. UCF's arena is brand new and seats 9.5K. USF's arena was built in the 1970s (undergoing major renovations) and seats 10.5K
Advantage: No difference. Both are atrocious.
Football
UCF plays in a 45K on campus stadium. USF plays in a 66K off campus stadium that is leased from the Buccaneers. UCF is 192–179–1 (.517) all-time, 1-3 in bowls, has won its conference twice, has never played in a BCS bowl, and has finished the season ranked once. USF is 103–62–0 (.624) all-time, 4-2 in bowls, has never won any conference titles, has never played in a BCS bowl, and has finished the season ranked once. USF owns the record against UCF 4-0.
Advantage: Edge to USF. USF has a better all-time record, better post season record, and owns the all-time record against UCF. However, neither team has really done anything noteworthy (i.e. played in a BCS bowl, finished ranked in the top 10, won a top level league, etc) and USF has an AQ advantage over UCF.
Market
Orlando is the #19 market with 2.1 million. Tampa is the #13 market with 2.5 million.
Advantage: Push. Tampa is larger but not by a significant amount. I'd say they are even in this regard.
Budget
USF reported $39,088,660 in expenditures for FY 09-10. UCF reported $35,628,562 in expenditures for FY 09-10. USF spent ~$3.5 million more than UCF in FY 09-10, though when one considers that the Big East distributes about $4 million more to its members than C-USA does, you'll see that the budget are practically identical.
Advantage: Push. They are both spending about the same when you account for league income disparity.
Merchandise sales
Both schools are licensed by the CLC so we can compared their relative sales numbers. UCF ranked 60th in Q2 of 2010-2011 whereas USF ranked 55th.
Advantage: Push. USF ranked higher, but only by 5 spots.
Now I didn't go into Olympic sports performance because I didn't want to invest the times, but I think from an objective standpoint, USF and UCF are extremely similar in terms of athletic success and what they offer. Personally I think USF has been a good member of the conference and I don't see why UCF would be a serious downgrade considering they are essentially a carbon copy of USF.
