Jackson, Luck probably won't admit that WVU doesn't want to play Marshall even after the schedule is filled for the foreseeable future. To do so would give Marshall recognition, and I don't think he has any intention of doing that...

Do that many programs who could pay their players this allowance even exist? 4 conferences of 14 is probably even a stretch if that's the line of demarcation. Remember, there's no way in hell they could only pay football players without some serious legal stuff hitting the fan, so you're talking big bucks if something like that ever is instituted. If it goes down that way, you're looking at probably fewer than 30 programs who could even do it.
Of course, if you just drop the facade, remove the football programs from the athletic departments, and declare it a semi-pro league, all bets are off. That could operate just fine with 30 or fewer teams, or if you wanted to, you could introduce some kind of revenue sharing so the Texases of the world can prop up the Iowa States.
