What I don't get is why the Cox anti-ODU bill was written to hurt FBS schools more. FBS has more expenses, yet brings more benefits back to the state for a greater ROI. You would think that the percentages would be opposite with FBS schools able to fund at 80% fees, FCS at 70% and D2/D3 at 55%. FBS and FCS budgets are nearly the same, but the expenses for FBS are much higher. I also get that P5 schools have as much money as they want so it doesn't hurt them in the least.

Any new projects they complete won't be grandfathered in but apparently their basketball arena will be because it was approved by the GA prior to Cox Bill

But they could be grandfathered in at the 75% fee level since they were started at the FCS level. Then once they move to FBS the 55% fee level won't hurt them so badly.
