Most likely it won't be needed based on attendance, thats why I put "closed" in quotes, meaning it can be utilized. The majority of Phase II is about polishing the stadium while Phase I is focused on making the stadium usable for football. I've heard rumors that the upper deck might be open as well this season, though we will see once what truly happens once we get to the season.
Truly situational I would think. Right now we have zero idea what will happen attendance wise. How many show up on 8/31? What I said our record going into the Memphis game? What is theirs? How many tickets are sold for that game?

This is not much different than the policy at the Georgia Dome. The lower bowl sat 28,155. For the inaugural game the next level was opened once it became apparent that you had sold way more than 28,155 tickets
