I live very close to the "Decatur Crossing" development where Fuqua has recently installed a truly huge Wal-Mart (and some other Starbucksy kind of places) over massive local opposition. And I'll be the first to admit, what was there before was a hideous eyesore that generated a tiny fraction of the tax-revenue. But the way Fuqua/Wal-Mart went about it seemed deliberately calculated to maximize hostility among local residents and business-owners. They will be deeply hated in this area for a long, long time.
There is a reason that being FuQua-ed is an actual thing here in Atlanta. He is the King of shoehorning square footage onto parcels without regard to traffic patterns or the residents and shoppers who will be left to deal with his crap design for decades. He is the kind of developer that causes neighborhood groups to be wary of GSU and Carter.

Wifey is the Regional Environmental Officer for HUD in Atlanta; her having worked in Community Planning and Development for umpteen years prior I've heard a lot about local planners and developers running roughshod over communities (not Atlanta per se). Don't forget that for every developer out there trying to maximize his profitability on any given site there are a room full of local planners and politicians okaying the whole deal. Developers don't get to create their messes in a complete vacuum, though sometimes it seems that way. Just another example of how big government thinks it always knows whats best for its constituents.
More likely doesnt care. People all over tend to clock in from 9 to 5 and not much thought to anything beyond the minimum requirements. Some developers count on that.
