The answers so far have been "We have money, dont worry about it" and "We know what we are doing".

Final contract hasn't been signed yet, but you can be fairly certain that the right parties (Carter/GSU officials) have been throughout the site and are formulating the financial and architectural plans necessary to make it work. The deal is 99.99% done, but folks "officially in the know" aren't revealing a whole lot right now, yet are saying enough to inspire our confidence. Panama did answer how money could/will be raised and allocated, but the specifics aren't fully known publicly. No "real plans" for remodeling the Ted have been released except what was made available in the bid (which had two different concepts if I remember correctly).

For me, I expect President Becker has this under control, so I'm good with it. Also, having a decent idea about how state universities operate, it seems to me that if the state's governing boards or the university's board opposed any part of this, it would be dead in the water...it's a big purchase in downtown Atlanta, so I suspect the specifics aren't causing as much heartburn about how to pay for it for those folks as it seems to be here.
