Explain how it will work. Let's say....

Liberty
Jax State
Lamar
SHSU
Missouri State
Kennesaw State
ETSU

Decide to make a conference and pursue FBS membership, they can't count each other as FBS games, so that means they each have six games left on the schedule to find five home games against existing FBS members. How do you do that logistically? How do you make that work financially?(each of those five games is likely to cost you $250k-$500k)

I expect your explanation to be as solid as your promise to not come back until Liberty is a member of this conference...
