It looks like it will allow for
1) Insurance companies to offer 'nothing sandwich' polices so long as they offer some policy open to all that offers 'more' coverage. But then it allows the states to define how much 'more' these policies should cover. In Texas, the 'more' policy probably won't cover ER visits or anything more than aspirin.
These 'more' policies will be more expensive than the 'nothing' policies, so that the only people that will purchase the 'more' policy will be sick people. This will make the 'more' policies uneconomical and they will face massive rate increases in years 2 -4.
Net result, a backdoor tax on pre-existing conditions. That's even if there's a policy at all available for any price that covers people with pre-existing conditions for their pre-existing condition.
2) Allows for the creation of small business groups to negotiate for health care. But it allows for these groups to deny membership to people and businesses based upon their pre-existing conditions.
3) Gives millions in tax cuts to the insurance industry, with no accountability or clawback if they don't increase affordable coverage.
4) Exempts members of Congress and their staffs from the exchange policies.
5) Allows for truly MASSIVE cuts to Medicare, and opens the door for cuts to Medicaid.
6) Allows for 20 percent across the board increases in premium prices next year. Allows for 75 percent premium increases for older Americans by allowing exchange policies to charge 5 times (rather than the current 3 times) to older persons than younger ones.
7) Allows for expanded use of tax deductions for premiums paid. This won't help the millions of Americans that cant afford the new, more expensive policies.
8) A massive tax cut for the wealthiest Americans
