That's one way to look. Another is 2 of the largest budgets in the nation, in a big down cycle, with a chance to really build something. Otherwise, you're waiting to take a chance at a blueblood that doesn't come up very often - though there is one right now.

But that's not the point. The point is, those are perceived as big opportunities that Marshall had - contrary to what Forde is saying now.
