...between UConn, Memphis, and Tulsa, all at 9-9.
How do the tie-breakers work out in this case?

Head to Head:
Tulsa beat UConn in only meeting and split with Memphis, 2-1 record with tied teams;
UConn lost to Tulsa in only meeting and split with Memphis, 1-2;
Memphis split with both, 2-2;

If you go by W% among tied teams, Tulsa would get the nod. However, it is not quite a fair tie-breaker as Tulsa only played UConn once and it was at home, winning in OT.
In Memphis' split with both teams, Memphis has the margin-of-victory advantage in each case.

I have no idea what the actual tie-breaker criteria is.
UConn has the best chance of breaking the tie, as each have one probable loss against SMU or Cincy, but UConn's likely loss is at home.

Hmmmm!
