Technically, no school allows partial qualifiers since 2005. UNC, as a member of the ACC, may admit one football "partial qualifier" per year. They may not participate in athletics, and they cannot be on scholarship until qualified. The ACC has a limited partial qualifier status. They will only allow four per year, one per sport, two males, and two females. It is very likely most of the students in the UNC scandal were fully qualified either via JUCO or SAT/GPA. There is no correlation between partial qualifiers and academic misconduct presented in the UNC example.
