You're reading the charts wrong. Look under capacity.
#30 WVU is at 100 percent capacity. They couldn't seat more people if they wanted to.
#50 Rutgers is at 103 percent capacity. People are standing up.
#55 Lousiville is at 98 percent capacity.

That means their stadiums can't hold more people golden troll.
Each of these BE teams actually have 100 percent fan support while #9 southern cal only has 95 percent fan support based on capacity. Southern cal simply has a much bigger arena, probably seats 90,000.

by contrast #58 Miami is at 53 percent capacity. Plenty of empty seats there. There are no empty seats in the BE's top arenas.

The problem is that the SEC has arenas that seat more people than BE arenas. But fan support at these three schools is at 100 percent of what it could be. Check the chart again:
