Gap between top tier and rest in P2-feature or bug?
There is a clear gap between the top 8 of the SEC and the rest and the Big 7 of the Big 10 and the rest. I'm inclined to think this is a feature, not a bug. I don't think the NFL model without revenue sharing and drafts makes sense, where only 4 teams won more than 65% of their games and 5 less than 35% with 23 of 32 from 11-6 to 6-11. and fully half from 7-10 to 10-7.

The SEC and Big 10 have a critical mass of teams to create big games and the other guys to make sure enough of the top tier have good seasons, with one of the other guys capable of causing trouble periodically.

The gap is clearly demonstrated by looking at the top 5, top 3 and AP titles going back to 1968. The ACC has a similar gap, but only 3 teams in the top tier:
top 5-top 3-titles
SEC top 8 96-61-25
Big 10 big 7 88-56-14
ACC big 3 35-27-11

SEC other 8 6-1-0
Big 10 11 6-1-0
ACC other 14 11-6-1

Others:
Big 12 23-10-2
Notre Dame 12-6-3
Boise 2-0-0
Oregon St. 1-0-0

Note that the 19 "other" P2 teams haven't accomplished as much as the 14 ACC other teams and much less than the 16 Big 12 schools. Schools like UK in the SEC and IU in the Big 10 with strong basketball programs but not football are part of what gives the Big 10 and SEC B$G $$.
