I think you are absolutely correct in your statements and questions. The problem, as you pointed out, is who was responsible? Things like this are generally started from the top, and that means Coach McElwain.
I know I will be attacked by many of the Chippewa faithful for that statement, but unless someone else is willing to take the blame, that is my take on this incident.
