This is not unusual. Most games at UTEP lots of fans aren't in their seats until almost the end of the 1st qtr. Always been that way except for a very late start time.

Sometimes low attendance is just low attendance, but there's also a strong inverse correlation between crowds in the stands at kickoff and the quality of the tailgating scene.

The best looking/most accurate crowd shots are almost always those taken near the end of the 1st quarter or a couple minutes into the 2nd quarter. (Not right at the quarter change, though, because restrooms and concessions...)
