As PETCO Park and Snapdragon Stadium exist, I see the SD pushback more about Spanos than lack of fan support. I greater concern IMO is where would a new stadium go.
They didn't need it and Spanos knew it. They used the vote down as the excuse to move to LA like they were going to do, anyway. See Kroenke/Rams.

And again, publicly funded stadiums rarely get built in California.

The OP premise is that the NFL is expanding by increasing teams, which means there would be four billionaires falling over themselves to get a team that will be worth billions. The SD market is larger than most competitive cities and has ex-Charger fans to market to so it’s a better place for a team than Salt Lake City (smaller city and not sure how Mormons will support a team on Sundays), Orlando (heavily transplant population and already three teams in Florida), Sacramento (too close to the 49ers), or others. San Diego is the natural destination for those rich dudes out west, imo without the baggage of Spanos and with less of a public funding request than the Chargers they’ll get it done.

The problem would be they're still Chargers fans and that team still plays in Southern California. I'm sure, just like Oakland and the Raiders, the Chargers still have a solid base of fans in San Diego and that's the only team I could imagine being in Sun Diego.

If fans in Baltimore, Cleveland, St. Louis (for a time), and Houston were able to get over the loss of the Colts, original Browns, Cardinals, and Oilers with their replacement teams, San Diego can get over the loss of a historically meh Chargers franchise.

You're not gonna get very far taking Dallas out of the NFC East. Too much tradition built in.
I was mainly going geographically accurate as possible while keeping as many rivalries as possible. They could renew their rivalry with the 49ers that way and possibly start new ones.

The 49ers rivalry doesn't compare to their historical NFC East rivalries.
