Cartels did this all of the time. On average they get 7K per illegal smuggled and they do this to draw attention away from the getaways who smuggle drugs and children.

If we had any honest people in charge the border would have been flooded with federal troops - or at the very least the national guards of the impacted border states - 2 years ago.
