I'm pretty sure it's Fox telling them what time to play and I don't think they really g.a.s. about attendance.

Unless the USFL is owned, operated and subsidized as an actual minor league for the NFL, it has zero chance for success.

There just aren't enough interested eyeballs to make it viable except as a developmental league.
