It's interesting, but compare apples to apples. Tornado counts are up in large part due to the high number that are never seen but are picked up by doppler radar. Compare the counts of ground reported tornadoes and the numbers are likely similar over time and any increase can likely be attributed to higher numbers of people in places that used to be mostly empty, and therefore have a higher likely hood of spotting something.

China has been conducting research and experiments to alter the weather. There is a center for this in Beijing. They have succeeded in creating and stopping rain. They will soon work on a grander scale. Another form of warfare?
