ACC Network Full Distro Subscribers
Because Nielsen Media Research does not measure this channel, estimated subscribers are according to SNL Kagan as of December 2020.

2020
SECN- 55M
AACN- 42M

So adding Comcast/Xfinity one could assume the ACCN subscribers would be at 55M in 2022.

I don’t know if this would fall into the ACC’s legal distribution jurisdiction, but could the ACC make an app and possibly charge per game, per week rather than needing a monthly subscription? This could possibly reach many of those chord cutters like myself that don’t want cable or home internet service.

Not anytime soon. The media distributers generally claim exclusive broadcast rights of the live game. Pay-per-view broadcasting would undercut the value of the media rights. Far better to keep the content on the media distributers that reach the masses than for the few who wants watch only their chosen games.
