Current P5 Conference TV Footprint
Current Footprint before Pac12 Expansion
Big Ten - 33.9 million (w/USC & UCLA)
ACC - 28.3 million
SEC - 22.4 million (w/Texas & OU)
Big 12 - 15.1 million (w/UCF, Cincy, Houston, & BYU)
Pac 12 - 12.4 million (as 10 teams) w/SDSU & SMU 16.5 million
1) The reason why Pac12 offer is only for 25M is due to the fact that they only hold 12.4M TV households so going to 16.5M they should be able to get an offer like (30M)
2) If they add more than 2 and can get close to 18-20M they might be able to get to 35M per year with Amazon & ESPN.
3) If any of the 10 schools leave for the Big12 I do not see how the Pac12 survives! They would be the next BIG EAST - American/BE BB league

Its a lot more complicated or else we would have seen the AAC have a contract rivaling the SEC. The problem with the PAC is that the region they are located in simply does not have the amount of college football fans that tune in to watch compared to other areas. Even worse, their time zone does not tap into more viewers from the rest of the United States.

It is only more complicated because school Presidents have no clue about TV contracts and want to only add schools that they want in they're "Good Ole Boy Club". (SEE PAC12 Network and Larry Scott era for not having a clue)
This is why the PAC12 is struggling, they could have added Oklahoma St, Texas Tech, Houston, Kansas & Kansas St, & TCU last year and be at Pac16. They could be at 40M per team, per year. However USC shut it down and the Pac12 was allowing USC to call the shots because they didn't want them to leave. However USC ended up leaving and now the PAC may be dead! (at least at the P5 level)
