Very different answers depending how you rank those things.

I'm looking at it through a geography point of view, although I'm in favor of preserving traditional rivalries, as well as keeping the status quo of which FCS conference is the strongest.

For example, I'm from Tennessee and I would like to see all the state FCS teams in a conference together, although I'm ok with Tennessee State going to the SWAC to be with the other southern HBCU schools.

I’d like it if all of D1 became one and conferences more regional. Would get to go to more away games.

But that ain’t happening because of greedy tv networks and snobby higher research institutions. Which, the latter is ironic, in that, most of these higher research institutions (think AAU), are against fossil fuel use, yet, for example, Cal would probably rather die than be in a conference with Fresno State…which would reduce overall travel for all sports. Thus reduce carbon footprint. Etc. Etc. But nooooooo! We (Cal types) don’t want to be in a conference of an institution that’s mainly about teachers and nurses and agriculture and business degrees!

To start bring all the HBCU’s together under one umbrella conference

Split into three divisions:
Atlantic: Del State, Hampton, Howard, Morgan, Norfolk, NC AT, NC Central
Southwest: Bama AM, Bama State, B-C, Fla AM, Miss Valley, SC State, Tenn State
Southeast: Alcorn, Pine Bluff, Grambling, Jackson St, PVAMU, Southern, Texas Sthn

Three champs plus best other play in semi and winners play in Celebration Bowl.

Next assume ASUN-WAC stay at FCS and join them with Big Sky, CAA & MVFL

upper tier playoff

After Hampton & NC AT are gone we have:
CAA 13 Big Sky 12 MVFL 12 ASUN_WAC 10 (with UTRGV)

Move Campbell or Elon to ASUN-WAC or both and switch EKU to CAA, you could also juggle others like Utah Tech/SUU and NAU/UNC but not essential.

Finally add SEMO to ASUN-WAC and you get 4 conferences of 12 teams

Champions get 1st Round bye, next 8 seeded for 12 team playoff (or a simple 16/24 team playoff)

Then for lower tier play off:

NEC (8), OVC (8) (minus TSU & SEMO), Patriot (7), SoCon (9), Southland (8)
Move VMI to Patriot for 5 conferences of 8 plus Pioneer (11)

5 champions get 1st Round bye, Pioneer champion plus next 5 seeded for 11 team playoff (or a simple 16/24 team playoff)

Ivy stays outside post season

You have Alabama A&M twice. There's Alabama A&M and Alabama State. Here's an idea: With three HBCU conferences, why not have the three conference champions and the three conference runner ups play each other in a small playoff format with two teams getting the first round bye? The two winners still play in the celebration bowl in Atlanta.

Here's my ideal FCS conference. It's a slightly resurrected version of the old OVC, consisting of only Kentucky and Tennessee schools.

For football, you have:

Austin Peay
Chattanooga
Eastern Kentucky
East Tennessee State
Morehead State
Murray State
Tennessee Tech
Tennessee Martin

For non-football, you have

Austin Peay
Bellarmine
Belmont
Chattanooga
Eastern Kentucky
East Tennessee State
Lipscomb
Morehead State
Murray State
Northern Kentucky
Tennessee Tech
Tennessee Martin

After much convincing, Morehead State decides to sponsor scholarship football, while Tennessee State moves to the SWAC.

Let the Pioneer go D3. Move Holy Cross to the CAA so the Patriot can also go D3. Top teams from the AAC, MWC and SBC move into P5 leagues, based on money, attendance, success, over the last 5 years, the rest move into FCS.

Bump up P5 scholarship allowance to 90, allow FCS to have 70 those left out can play D2.

Would be a great midmajor hoops league, but not all these schools play football. Don't see GMU or VCU joining FCS, they are all in on bball. Their hope would be Big East someday.

Richmond and William and Mary would stay in the CAA for football while Davidson stays in the Pioneer League for football.
